Yes, but more could be made.  I don't know that these wands 
would "take" to their intended recipients, though, which is a crucial 
question.

Of course, don't forget that Voldemort and Harry were surprised for 
very different reasons at the effect.  Voldemort because he had no 
idea that Harry's wand is the brother to his own; Harry because he 
has no idea that brother wands had this effect.
