Lily was a witch.  Olivander discusses her wand, remember? -- "... Ten
and a quarter inches long, swishy, made of willow.  Nice wand for charm
work."  (Wonder what the core was?)

We have to remember that bigots like V, and Hermione's detractors
("Go back where you came from, muggle.") make no distinction between
muggle-born wizards and actual muggles.  Their view is that
muggle-borns aren't "real wizards".  (Sort of like the bigots who
assert that Catholics aren't "real Christians".)
