I agree with Cindy, but would add that while the DE has control, I 
think it can be superseded by Voldemort's will. Though they can hide 
it, when V calls them, he makes the mark appear and darken. By the 
yule ball in GOF Karkarov is telling Snape the mark has been getting 
clearer for months. He's panicking because this is probably the first 
evidence of V's return available to him, while Snape has known since 
the events of PS/SS (assuming Dumbledore shared the full story with 
him).
