 I agree that Voldie's wand and robe were left at the scene Ben 
Kenobi fashion,  but not that the wand was stolen at that point. 
Letting the wand be found by the MOM solves several mysteries. 
If the ministry did prior incantato (the spell used by Crouch on 
Harry's wand, not the brother wand effect) the wand would have 
produced  an image of the last spell it did.  That would explain 
why 
a) everyone, not just DE's with the mark, is immediately sure that 
something dire has happened to Voldemort, 
b) Harry was connected with it, 
c) no image of the failed AK emerged at the graveyard in GoF.
    I think the wand was stolen afterwards, by one of the DE's still 
at the Ministry..Rookwood of the Department of Mysteries would 
be my guess...and given to the Lestranges who hoped to restore 
it to their master. Pettigrew learned of its location while spying on 
them. Perhaps he hoped to join them, but learning that they 
suspected him of betraying Big V, he remained in hiding.  
   The Lestranges were captured, but the wand was not 
recovered. Peter retrieved it before he set out to find Voldemort. 
Malfoy was not involved. Unless their whole dialogue at the 
graveyard is a set piece, we have to assume Voldemort was not  
in touch with Malfoy before his resurrection. I don't think 
Voldemort would trust himself with Lucius before he got his 
powers back...he knows Lucius has no personal loyalty to him.
