Also note that Arabella Figg could easily have been magically influencing Harry during his years with the Dursleys. He was not, appearances to the contrary, actually left to his own sole devices while growing up, but instead had at least one (and probably more) of Dumbledore and McGonagall's peers watching closely over him.
