In Chapter 10 of PoA Lupin says

<"Even Muggles can feel their presence, though they can't see them.">

So I don't think a Muggle would ever try to shoot or take any sort of whack 
at the dementor, since they can't see them. And I imagine (though I could be 
mistaken) that Muggles can't feel the dementors (physically) and/or if they 
accidently hit a dementor, maybe it just goes through them as if the dementor 
wasn't there.
