If it was Malfoy who owned the house, why keep Frank Bryce as the caretaker? 
I'd imagine he'd not want anything to do with a muggle-even in a servant's 
position. Does Lucius Malfoy know that Voldemort's real name is Tom Riddle? 
Or about the Riddles at All? 

As for who the owner could be-I haven't the foggiest. Well, maybe I do have 
some idea-but nothing truely justifyable.
