As India and Britain were intimately involved with each other for almost three hundred years, Indians and Indi-Anglos form quite a sizable minority in the United Kingdom. There's nothing particularly significant about Hogwarts having an ethnically diverse student body. The Patil twins are probably just as "integrated" and British as, say, actor Naveen Andrews. (Andrews played Kip in THE ENGLISH PATIENT and RajSingh in KAMA SUTRA, and was a school chum of Ewen MacGregor's.)
(Hrm.. come to think of it, *all* the people of Indian ancestry whom I know are from England, Canada, or Trinidad.)
