Good observations!  This hadn't occurred to me.

I am starting to think that there *is* no code for restriction of 
underage magic.  I think this is something that MoM is applying to 
Harry and only Harry, and that it has something to do with the 
protections surrounding the Dursley's house.

The instances of underage magic by everyone but Harry in the 
wizarding world are numerous.  Toddlers engorge slugs.  Young girls 
ride toy brooms.  Hermione uses "Lumos".  Fred and George do magic to 
make their joke products and fly a car. 

So . . . the reason Petunia saw so much magic from Lily away from 
Hogwarts and the reason she didn't know Harry was prohibited to do 
magic was because there is no such restriction.  

Just a thought.
