I beg to differ. Fleur may have been in last place but she definitely not the 
least impressive. Therefore I would disregard theories based on wand length 
alone. Fleur nearly managed to enchant a dragon-- Pretty damn impressive in 
my book! She was foiled in the secoind task by something that had nothing to 
do with magic and she was sabotaged in the third task
