In Massachusetts, it's even more anarchic than that: Individual towns set
their own dates. We recently moved from a city with a Sept. 1 cutoff to a
town with a Dec. cutoff. My kids, with birthdays in Oct. and Dec., are now the
oldest in their classes (except for the kids who repeated).
With the wizard world having such anarchic tendencies, and having separated
from muggles before this whole compulsory education thing came about, they
might not follow any pattern we'd recognize.
