Ambition is not always a bad thing. Just because Percy wants to better 
himself and make something of himself does not mean he's the next Death 
Eater. He is way too loyal and loving to his family. I don't understand why 
nobody can overlook Ron's opinion and his determination to abide by the rules.

We know Percy loves his family from the tons of evidence in the books. In SS 
he can be heard telling everyone about his brother getting past McGonagall's 
chess set. He tries to help Harry in wizard's chess (he wa trying to be 
helpful, even if he wasn't much help). In CoS he looks after Ginny and 
worries about her being ill (he made her take a potion for it) and he seemed 
more upset than anyone about Ginny's "death" in the Chamber. In GoF, after 
the second task he is extremely worried about Ron.

There's also the fact that all the people he seems to look up to despise the 
Dark Arts; Arthur Weasley, Dumbledore and Crouch Sr. (even if he was not what 
everyone thought...). Percy is a good guy
