I really don't believe McGonagall is evil. All the evidence you gave was much
too shaky to imply her disloyalty.
McGonagall was waiting in Privet Drive so she could meet Dumbledore (Hagrid
told her he was coming). She is very supportive of her house and was excited
when she saw Harry's talent, seeing they had a great seeker there. As for the
Norbert episode, of course she concluded they were just trying to get Draco
in trouble! It was the most conceivable and logical explanation. When the
Trio defeated the troll and only recieved ten points--well, McGonagall is a
bit stingy about points. She was also irked that they dare put themselves in
that danger.
Why didn't she stop The Dementor's Kiss on Crouch? Well, I assume that a
Dementor is something that not even a witch or wizard wants to get in the way
of.

I assume that muggle-borns recieve different letters than children with a
wizard as a parent. Their letter would probably explain things more in-depth,
including instructions on finding the Leaky Cauldron and Platform 9 and 3/4.
Once they get to the Leaky Cauldron I'm sure that Tom, the bartender, would
help them into Diagon Alley
