A dementor swooping down to perform the Kiss is still something I wouldn't 
want to mess with. The dementor on the train wasn't as dangerous as a 
dementor performing the Kiss. It is also possible that McGonagall can't make 
a very good Patronus--her area of expertise is Transfiguration, not charms.
