Okay, brace yourselves for a mindless theory :-D

We all know about the Magic Quill that writes the name of a magical person at 
their birth in some book or another. The McGonagall sends letters out to all 
the people she sees written in the book.

Perhaps this magical quill also detects the parentage of a child. Any child 
who is the first witch or wizard in their family gets sent a different letter 
explaining things. Harry has wizard parents and his name wouldn't have been 
down with the muggle-borns hence he would recieve the regular letter.

Dumbledore gave a letter to the Dursleys when baby Harry was dropped off 
explaining things. They were in turn supposed to explain to Harry when he got 
older. They never did but nobody at Hogwarts realized this until it was 
evident that Harry's letters weren't getting to him. Then Dumbledore realized 
Harry knows nothing and sent Hagrid out
