[HPforGrownups] Animagus registry

I only have a small question about this subject.
Since Harry's father was an animagi, is it right to think that Harry himself could also have the ability and under Sirius tutoring could become as good at it as Sirius and his own father?

  house uses a levitation charm, how in the world can they be so 
  imcompetant to miss this many animagi -- not to mention the 
  unregistered ones's that we can presume we don't know about already 
  through Harry?
