If so, it'd be very like the International Baccalaureate program which 
many schools over the world are enrolled in. Each subject has a 
certificate. You need a certain mark in the subject to get the 
certificate. But, furthermore, many universities only recognize a 
certificate with a mark of 7 or 6. I did three certificates, with 
perfect 7s on two, and a 5 on the other. Perhaps, for the OWLs, you 
need to get a 6 or 7 equivalent in order to actually have them. B/C I 
can't see that Fred and George are actually failing subjects.
