At the top of the Lexicon's timeline page, there's a link to "more information" 
that discusses the ONE date given in the canon, from which most other dates 
in Harry's life are derived:

"We know that book 2 takes place in 1992 because Nearly Headless Nick holds 
his 500th Deathday Party in chapter 8 " and his death date is gvein as 1492.

Since his Deathday Party is on Halloween, that makes Harry's Year 2 to be 
1992-93, so of course PS/SS, Book 1, is the previous year.

The usual excuse given for Dudley's Playstation is that, even though they 
weren't officially available in England yet, they WERE available in Japan, and 
the Dursleys would do just about anything for their Duddy.
