I think that McGonagall isn't entirely in or out of the loop.  I 
think Dumbledore probably delegated to her the task of arranging the 
special protection surrounding Harry.  You know, contacting Mrs. Figg 
and her band of cats, conjuring a house that smells like cats, aging 
Mrs. Figg up with Aging Potion.  

Perhaps Dumbledore told McGonagall what to do with a cursory owl post 
letter such that McGonagall didn't have the chance to ask questions 
about whether the Potters were really dead.  So she knows Harry isn't 
going to Sirius, she needs to hear Dumbledore confirm that they are 
really dead, and she is sitting on Privet Drive as a cat because she 
knows when and where the protections are going to be put in place.
