I think we should cut them both some slack.
For all we know Snape argued against the Dementor's
presence just as McGonagall did, Fudge ignored them
both *and* Dumbledore's known orders. The fact is
nether Snape nor McGonagall had the authority to keep
Fudge from doing as he liked, they could only invoke
Dumbledore's which Fudge chose to ignore.
The Dementor's attacking Crouch jr. was unexpected
and happened to quickly for either Snape or McGonagall
to intervene. It's just that simple.
