I'd like to tackle #2!  As far as can be deduced, Quirrel is not 
wearing his turban in The Leaky Cauldron.  Book I states that he 
shows up in it at the Sorting Feast (apparently the first time anyone 
has seen him in it):
      "Harry spotted Professor Quirrel, too, the nervous young man 
from The Leaky Cauldron.  He was looking very peculiar in a large 
purple turban" (123).

    I, too, wondered why he could touch Harry in the tavern/inn but 
not at school.  I think that must be the answer.  The movie, however, 
put the turban on him in the tavern--and in that scene he does NOT 
shake Harry's hand.  Opal Dragonfly
