I don't think that MOM would get involved in a way that would make them forget they have the power. I also cannot see them making artificial squibs mainly because when Hagrid was expelled they only broke his wand in half, but he still has the power to perform magic. He's just not good at it.
Also, if it'd be that easy to make someone a squib, then the reverse should be also true - hence solving the "problem/embarrassment" of a squib. I just don't think that's a possibility.
My take on the declining of an invitation to attend Hogwarts or any other wizarding school would be that said person will have the occassional power to make things happen, similar to Harry making the glass in front of the snake exhibit disappear, but won't be able to do much more.
