Evil female character?

Salon.com's 7/6/00 article discussing the 4th Potter book states "Rowling has said that she will introduce the first really evil female character; " in book 4.  Did anyone notice an evil female character?  I'm racking my brain and I cannot think of any.  Or was someone's true colors shown?
