I think those whirring silver thingies are basically Dumbledores version
of Intercoms, Closed Circuit TV's, and other communication devices --
that must be why  he always seems to know where everyone is, what is
happening, and what he's supposed to do. He DOES have certain
supernatural powers that other wizards don't -- maybe some of those
advanced gadgets are even inventions of his which enable him to know,
see, hear, and think things which others can't.
