That's interesting- why do you think it's the worst chapter? Because of the different POV or because it's so obviously a plot device? OTOH, how could JKR made have clear that some of Harry's 
dreams really show him what's happening? There can't be any witnesses to the Voldemort scenes, so narration, letter etc. is excluded.
