This is pretty simple to work out, as it's based on the british 
school year.
 It must include weekends, otherwise you get 55 weeks in the year 
(278/5).
If, however you include weekends, then you get 39 weeks in the year.
The other eleven are taken up by Christmas break ( 2 weeks), easter 
break (2 weeks), summer break (6 weeks) and a 1 week half term break 
per term, giving the other 13 weeks.

Just like it was when I was in school.
