There must be reasons why Dumbledore decides to hire them.  Otherwise 
the only person Voldemort fears (besides Harry) makes three 
potentially disasterous mistakes three years running.  It makes me 
think of the chess game in SS; Ron had to think several moves ahead 
and sacrifice himself so Harry could move forward. Maybe to succeed 
in the end D has to let dangerous situations play themselves out. 
Maybe they're hired so D can keep them close, or because Harry has to 
face them and learn something from each.
