Yes, it was discussed before. I seem to recall that one suggestion is 
Moody's 'constant vigilance' --- he refuses to trust any mediwizard 
or anyone to put a Charm on him, to brew a potion that he'll drink, 
or even to make a prosthesis for him; therefore he makes do with 
only the healing that he can do for himself and only the prosthesis 
that he can make for himself. Except for the dogdamn Eye... I must 
study the Pensieve scenes in GoF to check when Moody acquired each of 
his unusualnesses. If the Eye was first, he might have been more 
trusting then, or it might have been made by the only person he 
trusted, who was killed or disabled later on....
