Penny, you raise an interesting idea.  I hadn't considered that the 
composition of the student body or staff could shift dramatically in 
OoP.  For instance, if Dumbledore is ousted (as I think he will be), 
then what would prevent him from forming a rival school, or perhaps 
tutoring the few loyal students willing to leave with him at some 
other location (perhaps Lupin's hut/cave/rock/house)?  Alternatively, 
as you mention, would the Malfoys leave and start a rival school? 

This could really get interesting.  I would certainly welcome a 
completely different structure for the next three books, just to 
decrease the chance that they'd wind up similar to the first four.
