Who said you have to follow rules?  James Potter was one of the worst 
discipline problems ever at Hogwarts, and Tom Riddle actually killed 
a girl.  No, what is important is the abiity to play politics, work 
the system, impress the faculty and suck up to the administration.  
These Draco does admirably.
