One possibility would be Grindelwald. I dunno when he came to power, but on 
Hogwarts Express in PS, Harry hands Ron a chocolate frog and the card inside 
is Dumbledore. Written on the card is the following:

... Professor Dumbledore is particularly famous for his defeat of the Dark 
Wizard Grindelwald in 1945,....

Going from his death it would only have been around 35-40 years before 
Voldemort came to power, but depending on how long Grindelwald had been 
around... But I'm sure somone else knows more than me. :o)
