Not according to Snape in PoA.  I don't have my book with me, but 
it's when he and Fudge have discovered that Sirius has escaped.  It 
is clear that one cannot Apparate from Flitwick's office to the 
entrance hall, e.g.

We can call what house-elves do Apparition, but it is a form of the 
art of which humans are incapable.
