I can't see why a Muggle couldn't create a lovely potion and use it.  
However, and I think this is what someone said last time, finding the 
ingredients can be very hard for a Muggle to do.  If you can't get 
into Diagon Alley or Hogsmeade to get the ingredients, all of your 
Muggle intentions are for naught.

That isn't a silly question at all.  Both Pomfrey and Snape are very 
good at what they do.  Not only do I think Snape could be a most 
excellent nurse, but I am willing to bet that Pomfrey could teach 
Potions class as well.  I just can't quite see Snapey wanting to get 
into all that health stuff...
