No, the interview response from JKR says this:

"In Hogwarts there's a magical quill which detects the birth of a 
magical child, and writes his or her name down in a large parchment 
book. Every year Professor McGonagall checks the book, and sends owls to 
the people who are turning 11."

People *who are turning* 11!  There's no mention of *after* age 11. 
This could mean that anyone who will turn 11 during the calendar year 
receives a Hogwarts letter to begin at the beginning of the fall term on 
Sept 1st, even if they don't turn 11 until December 31st.
