Bill's age (WAS Weasleys ages)

In GoF Bill tells Harry that he hasn't visited Hogwarts since 5 years 
ago. At that time there was three Weasleys in Hogwarts, Fred, George 
and Percy. Charlie's last year at Hogwarts was 1984-85, 11 years 
before Triwizardtournament. It is said that Bill is Ron's big 
brother, but it isn't said that he would be elder than Charlie. OK, 
and the point is:

Could all this mean, that Bill's last year at Hogwarts was 1989-90? I 
just wonder why he says this thing, what happend 5 years ago, if it 
wasn't his last schoolyear?
