Well, we can only speculate.  But one idea is that JKR needs a great 
deal of information spread quickly, widely and (supposedly) 
reliably.  These things include what you mention.  But also, it is 
crucial that Fudge find out about Harry's "funny turns."  Otherwise, 
Fudge has no reason to disbelieve Harry.  Also, Sirius is getting 
information out of the papers, getting it from Ron's cousin wouldn't 
make sense.
