My totally unsupported view of Veritaserum is that wizards are wary 
of using it as a matter of personal rights and privacy.  Certainly 
there are methods of getting at the truth that members of a civilized 
society consider too invasive and intrusive on personal freedoms.  
Perhaps wizards don't turn to Veritaserum to get at the truth for 
that reason.

BTW, I think Dumbledore is going to get sacked for using Veritaserum 
on Crouch.  Snape said its use is governed by strict Ministry 
guidelines.  We don't know what they are, but I'd bet Dumbledore 
didn't comply with them.
