It's possible Arthur is an Unspeakable.  Whether he is one or not, I 
wonder why in the world he would tell anyone who these people worked 
for if it was so top secret?

I'm sure this was to introduce us to the fact that there is a top 
secret organization that we will hear of again. It's even possible 
that we will hear of Bode and Croaker again. Arthur should have just 
kept quiet *unless* he feels it is important for Harry to know that 
this department exists. 

I personally like Arthur Weasley and I think there is something about 
all those outlets (plugs?) he collects.  He has such an interest in 
electricity and in FB we are introduced to Chizpurfles.  

*In the absence of magic, Chizpurfles have been know to attack 
electrical objects from within (for a fuller understanding of what

Wilhelm Wigworthy, Little Red Books, 1987).  Chizpurfle infestations
