That seems reasonable, actually. If he leads the first years into the school, it is possible that that title may be connected to that job.
Someone who possesses keys allows people to enter a building, and the "keeper of the keys," allows people to enter the building. Technically speaking, he merely lead them to it, but it is symbolic.
