I apologize if this dead horse has been beaten already, but it seems to 
me  that Mrs. Figg might be the secretkeeper who keeps Harry safe at 
the Dursleys by means of a Fidelius charm. She volunteers to babysit 
when the Dursleys go out, because Harry would not be protected outside 
the Dursleys actual house, so she has to watch him personally.
