Rowena:"That's what Hagrid says in SS, at a time when he thought
Sirius Black was a DE, and of course we know that Peter Pettigrew
really was, so - are they Slytherins?"

James Potter isn't a Slytherin, nor is Remus Lupin. Sirius could be,
but it seems to go against what we see in canon: people tend to
socialize in their own Houses. OTOH, I have a hard time seeing
Pettigrew as a Gryffindor.

Rowena:"But what about Sirius? According to Dumbledore
resourcefullness, determination and a disregard for the rules were all
traits Slytherin wanted in his pupils and Sirius certainly has those
in spades...."

When Dumbledore said those worlds, he was telling Harry how Harry had
those qualities Salazar Slytherin valued; so Harry may not be the only
Gryffindor with those qualities. Also, we meet Sirius after twelve
years of hard time, which was bound to darken his personality.

Painting Slytherin with the brush used on Voldemort seems eerily
familiar this week, while police stand guard around mosques to protect
Muslims from hate attacks. We've heard other prejudice against the
Slytherins:

'Isn't it obvious all this stuff's coming from Slytherin? The Heir of
Slytherin, the monster of Slytherin - why don't they just chuck all
the Slytherins out?" he roared, to nods and scattered applause.'
