Well, it seems to be a mistake. In my British paperback, p. 399,
Sirius says: "Voldemort's been in hiding for twelve years, they say
he's half dead." 

Maybe it has only been corrected in the paperback edition, I
don't know, I don't own the hardcover of PoA.

I think he simply hates Harry because he hated his father, and
Harry being the spitting image of James certainly doesn't help.
I don't believe that Snape is a teacher by vocation, so he might
not even be aware that he treats his students - at least the
Gryffindors - in a way that's not appropriate for a teacher.
As for protecting Harry, he might try to pay his debt back
to him because James is no longer there. And I bet he is somehow
offended that James got himself killed before he could pay
his debt. So, he has to protect Harry, but he hates him even
more because he feels like must protect him.
