What does he think counts as 'winning' for them? I know what counts
as winning for Lord Voldemort (see, I drag it back on topic), which
is to conquer the whole Earth so there is no hiding place for his
enemies, killing all the people he has grudges against and quite a
few others just for fun, and then destroying the whole planet
including his followers and himself. I suppose that, in theory,
Voldemort COULD accomplish that (because immortality gives him
unlimited time) if all wizarding folk (except a few imcompetent
altho' romantic losers) gave up fighting against him. I am not
confident that even an unopposed Voldemort could figure out the
MEANS to destroy the whole planet before the Sun goes Nova and beats
him to it. Thus, even if the human species loses (being all killed
off except a few kept as miserable slaves and even fewer kept as
sycophants), still Voldemort would not have won.
