For two simple reasons.  One, he really, really knows his stuff.  
Two, the students really learn in his class.  Say what you will about 
his methods, he gets the job done.

JKR said somewhere that the reason Dumbledore allows him to teach is 
because Dumbledore believes in giving the students experience in 
life, and bullies in authority over you unfortunately is part of life.
