I remember having a story book when I was little, called 'whatif'
which was full of strange questions, one of which was (paraphrased)
"What if I found a magic book and it really worked, and a read out a
spell to turn me into a cat, and I turned into a cat, and I spent the
day as a cat having fun, and then when I went abck to the book to
turn myself back I REALISED I COULDN'T READ"

Could this mean there may be unsucessful animagi running around? Or
in St Mungo's? The consequences of attempting animagi magic without
being fully prepared could be awful...
