which the owner, headmistress, and teachers are all witches, but
parents who can't afford the primary school fees for their little
wizards and witches either home-school or forge some paperwork to
send their children to the local Muggle government school. On the
opposite end of the wealth scale, I believe that Draco was educated
at home by multiple tutors, specialists in the various subjects.

JKR has said they don't go to schools, they are home-schooled in the
basic subjects...which I imagine would be an easier thing to do with
magic...I still find that a little weird. Anyway, if they haven't had
magic school before they go to Hogwarts, and the purebloods don't
know anythign about muggle schooling, it would make sense that they
haven't been at school before. Which gives the muggleborns an
advantage, IYAM.
