My understanding was that it was meant as sarcasm, and that
Ron was questioning Percy's severe loyalty to Mr. Crouch.

participate, but nothing terrible would happen if Harry 
would not participate. It could've been dismissed by

Well then the plot would have been a lot less interesting.
But seriously, Dumbledore seemed genuinely concerned about 
how Harry's name got chosen and who might have submitted
his name in the first place, and I think if he could have
kept Harry from participating, he would have.
