Yeah, I'm not so positive about her saying it exactly like this.  In 
the Scholastic interview on October 16, 2000 it reads:

Q: Do wizards and witches have to go [sic] Muggle school before they 
go to Hogwarts?
J.K.: No, they don't have to.

My interpretation of this is that some wizard children go to Muggle 
primary school and some do not (and are probably home-schooled).  But 
mellienel2 has talked about this as though Rowling somewhere said they 
*all* were home-schooled, which I can't remember any evidence for.  
Did I miss it somehow or did you confuse this quote?
