Not necessarily.  It was entirely possible that Ireland's chasers ARE 
too good, and there was no way that Krum's team could win once 
Ireland was more than 150 points ahead.  How bright would he have 
seemed if they lost by 400 points instead of 20? (I think it was by 
20 anyway.)

Also, this was a required bit for the plot.  
I felt that Krum had to win at what he did, for cosmetic reasons. He 
had to be the best, thus he had to get the snitch.
Gred and Forge had to win their bet.
Their had to be a big loser in the game, in terms of bets, so that 
what's-his-name would be a distraction when he hid from the goblins 
and tried to help Harry.  If he hadn't lost big, he wouldn't have had 
reason to try to cheat to recover his losses.  The easiest way to 
lose big was by Ireland winning and Krum getting the snitch.

Remember the final big bet that Harry would win the cup.  He lost 
because the goblins claimed it was a technical tie.  Chances are that 
he lost a lot of the bets in the quidditch game the same way. (He may 
have bet against Ireland with a lot of people, and bet against Krum 
getting the snitch with others.)

The whole thing was a support for the plot.
