  Who's going to pay pensions and salaries for House Elves? 
The Ministry of Magic? I doubt Hogwarts has pensions for House 
Elves included in its budget projections. And who would've taken 
care of young Barty while Winky took her vacation? 
   It's no wonder Hermione can't get anyone to take her seriously!
